Is there any downtime when transferring a domain?

There should be no downtime when transferring a domain between registrars. The change is immediate once it has been sent to the Internet's root DNS servers.

Also, when being transferring into us, all domains keep their current DNS settings. Once a domain transfer has completed you can then change the DNS information on the domain.
