There are a number of issues which can prevent a domain from being transferred between registrars. One of the most common is when a registrant forgets to unlock the domain ready for transfer.
However, the current registrar of the domain can prevent or refuse to transfer a domain out for a number of other reasons, including:
- if the domain name is past its expiration date;
- there is a UDRP request (when there is a dispute over the domain);
- a Court Order from a court of a recognised jurisdiction;
- if there is dispute over the identity of the Registrant or Administrative contact;
- where there is evidence of fraud;
- if there has been no payment for previous registration period (including charge-backs on a credit card);
- a written objection to the transfer from the registrant;
- when the domain is in the first 60 days of an initial registration period; or
- when the domain is within 60 days after being it's last transfer.
